Fleets ‘still wary of 2020 prospects’

Fleets remain wary of the possibility of economic and company car market headwinds in 2020 despite the additional certainty provided by the General Election result.

That’s according to Meridian Vehicle Solutions Managing Director Phil Jerome, who says that the medium term rental product that his company provides gave a useful insight into the mindset of businesses at this time and that, while confidence had improved, there were still reservations.

“Over the last few years, with all the uncertainty that surrounded the Brexit process, we have seen many businesses use medium term rental because, at least in part, they wanted to put off making a decision on long terms lease until things felt more stable,” said Jerome.

“While it is still early days, I think it is possible to detect a slight change of mood. Whether people liked the election result or not, it has removed a degree of that uncertainty. 

“However, there remains quite a lot to be concerned about. At a macro level, economic growth is likely to remain sluggish and the Brexit trade deal negotiations are only just beginning. Within our sector, there is change in the shape of the development of the EV market and the continuing displacement of diesel – alongside uncertainty resulting from not knowing what will happen with company car taxation, with even the forthcoming rates not yet passed into law.

“For that reason, we do not expect to see any kind of unleashing of market demand and a flood of new, longer term leases signed. People are feeling happier but far from secure.”

Jerome added that one of the trends that Meridian had noticed in recent years was that, once they had embarked on a cycle of swapping their cars on a 6-12 month basis using medium term rental, they were largely content to continue.

“The fact is that the rental rates that we provide are simply not that much more expensive than conventional 3-4 year leases. Initially, customers often seem to feel that the idea of swapping your car much more regularly is perhaps somehow frivolous but that passes, simply because it makes sense for them in terms of cost and commitment,” says Jerome.

“Our feeling is that, for the customers who are using medium term rental as a means to defer long-term obligations, it will take a fairly decisive move towards greater economic and market certainty before they look again at longer-term leases.”

Birmingham ponders city centre driving ban

Birmingham City Council has published a draft Birmingham Transport Plan that contains a set of principles to guide future investment in transport designed to reduce transport’s impact on the environment, supporting the city’s commitment to becoming carbon neutral by 2030.

The council also says the plans will make roads safer, connecting people with new job and training opportunities, prioritising people over cars and revitalising the city centre and local centres.

The document sets out four ‘big moves’, specifically:-

  • Reallocating road space. Moving away from single occupancy private cars to support the delivery of a public transport system fit for a global city, fundamentally changing the way that people and goods move about the city.
  • Transforming the city centre. This would be through the creation of a network of pedestrian streets and public spaces integrated with public transport services and cycling infrastructure. Access to the city centre for private cars will be limited with no through trips. This includes looking at different options for the central section of the A38 including re-routing it to an upgraded ring road.
  • Prioritising active travel in local neighbourhoods. Walking and cycling will become people’s preferred mode for travelling around their locality. Cars will no longer dominate street life around homes and schools, a limit of 20mph will be standard on all local roads and residential neighbourhoods and local centres will be places where people are put first.
  • Managing demand through parking measures. Parking will be used as a means to manage demand for travel by car through availability, pricing and restrictions. Where development potential exists, land currently occupied by car parking will be put to more productive use.

Councillor Waseem Zaffar, Cabinet Member for Transport and Environment, said: “As a city, we have been over-reliant on private cars for too long and with more people choosing to live and work in Birmingham, we need to find innovative new ways to keep the city moving in an efficient but sustainable way.

“The more journeys we take by walking and cycling, the more we will improve air quality and our health and the more we will reduce congestion. For longer journeys, buses, trams and trains will be the backbone of a new, go-anywhere transport system.

“Good transport is the most important ingredient in ensuring that the benefits of Birmingham’s growth are felt in every part of the city. To unlock the potential of transport, we need to fundamentally change the way people and goods move around the city.

“Birmingham has already started to redress the balance and build a future in which the car will no longer be king. The introduction of Birmingham’s Clean Air Zone will reinforce our commitment to establish a zero emissions city. On the ground, we have started to put things right through investments in projects including the city’s first fully segregated cycle ways, extensions to the Metro tram network and introduction of 20mph speed limits on residential streets.

“The Birmingham Transport Plan, once adopted, will continue to build on these strong foundations, future-proofing our transport system and ensuring that we are able to move around our city in a faster, more efficient way with cleaner air and less congestion.”

Subject to Cabinet approval on 21 January, the draft plan will then go out to public consultation from 28 January, before a final version is formally adopted by the council.

Alternative fuel cars hit record sales, but overall market falls

The UK new car market fell -1.3% in November, with 156,621 models registered, according to figures released by the Society of Motor Manufacturers and Traders (SMMT).

This maintains the downward trend for new car registrations throughout 2019, as multiple factors, including weak business and consumer confidence, economic uncertainty and confusion over diesel and clean air zones, combined to affect demand.

In November, the decline was driven primarily by weak private demand, registrations down -6.1%, while the business market also fell, down -3.2%, but fleet registrations fared better, up 2.8%. For the second consecutive month, total alternatively fuelled vehicle (AFV) registrations reached a record market share, with more than one in 10 cars joining UK roads either hybrid, plug-in hybrid or pure electric – equivalent to 16,052 cars. 

Demand for the latest battery electric cars surged by 228.8%, with 4,652 registered, while the markets for plug-in hybrids and hybrids also rose by 34.8% and 15.0% respectively. Elsewhere, petrol grew 2.0%, taking the lion’s share of all registrations (62.2%), as diesel fell -27.2%. Year-to-date, the overall UK new car market is down -2.7%, with 2.2 million cars registered, in line with current industry forecasts.

Mike Hawes, SMMT Chief Executive, said: “These are challenging times for the UK new car market, with another fall in November reflecting the current climate of uncertainty. It’s good news, however, to see registrations of electrified cars surging again, and 2020 will see manufacturers introduce plenty of new, exciting models to give buyers even more choice. Nevertheless, there is still a long way to go for these vehicles to become mainstream and, to grow uptake further, we need fiscal incentives, investment in charging infrastructure and a more confident consumer.”
