LGP/ALTERNATIVE FUEL MONTH: Retrofitting for LPG and low-emission fuels in the public sector

For many fleet operators, especially in the public sector, the path to decarbonisation is hampered by one major reality: legacy vehicles still dominate. Replacing entire fleets with electric or hydrogen-powered vehicles is financially and logistically unrealistic in the short term. That’s why retrofitting existing vehicles to run on LPG and other low-emission fuels is gaining traction as a pragmatic and cost-effective solution.

LPG conversions allow older petrol or diesel engines to run on cleaner-burning fuel, immediately reducing CO₂ emissions by around 20% and significantly lowering NOx and particulate levels. For public sector fleets, such as those operated by councils, emergency services, and waste management contractors, this can offer a quick win, especially in urban areas subject to Clean Air Zone charges.

Organisations like West Yorkshire Fire and Rescue Service and Liverpool City Council have already trialled or implemented LPG retrofit programmes. These initiatives not only reduce emissions but also extend vehicle lifespans, deferring the capital outlay required for full fleet replacement. In some cases, dual-fuel conversions are being used to switch between diesel and LPG, providing flexibility and fuel security.

Another promising option is retrofitting for HVO, a drop-in replacement for diesel that requires minimal modification. This is particularly attractive for fleets of HGVs and plant vehicles, where full electrification is not yet viable due to range, payload, or duty cycle constraints. As HVO becomes more widely available across the UK, it offers an immediate route to decarbonisation with little disruption.

Funding and policy support are critical enablers. Retrofit projects may qualify for grants through local clean air initiatives, and some authorities are offering incentives to accelerate upgrades. However, long-term success depends on integrating retrofitting into a broader decarbonisation roadmap, complete with fuel management systems, staff training, and emissions tracking.

For fleet managers under pressure to act now, retrofitting offers a powerful interim step. It enables organisations to meet tightening emissions regulations, demonstrate environmental leadership, and maximise the value of existing assets, while laying the groundwork for a cleaner, more future-ready fleet.
